Developing a biosecurity framework against possible advanced bioterrorism

Abstract
The 1972 Biological and Toxin Weapon Convention (BTWC) prohibit signatory member states from acquiring, developing, stockpiling and deliberate or hostile deployment of biological agents of mass destruction for warfare. However, the apparent absence of a United Nations (UN) Regulatory and Monitoring Agency to enforce States compliance, the non-prohibitory inclusion of Bioterrorist Groups and the permission of non-definable Bio-security and Bio-defense research for peaceful purposes provide loopholes for the violation of the BTWC. Furthermore, the recent entrance of Biotechnology and the rising spates of Bioterrorism are potential platforms for the development of genetically engineered or Advanced Bio-weapons for Advanced Bioterrorism. The imperatives of developing a proactive global Biosecurity framework and a clearly defined Biodefense work plan in anticipation of possible Advanced Bioterrorism are discussed in this paper.
